During summer 2014 DfE conducted a review of EHC plans and templates from around half of the local authorities in England. This was in order to understand the progress that has been made locally in developing EHC plans, and to identify good practice and learning points.
The majority of EHC plans and templates reviewed were judged likely to meet the SEND Code of Practice. Where changes were needed, this was often due to inaccurate labelling of the required sections.
This letter contains a number of observations and pointers which may help in reviewing an authority’s templates and complated EHC plans.
